General Electric (GE) contracted Black & Veatch to perform port marshalling mechanical and electrical construction for Vineyard Wind; the United States’ first utility-scale offshore wind energy project.

As offshore wind expands in the US and other markets, Black & Veatch’s port marshalling capabilities offer a solution to emerging industry challenges, such as workforce development, schedule constraints and supply chain issues.
Black & Veatch has developed and successfully implemented a revised HSE model combining the safety protocols for onshore construction with the uniqueness of the quayside environment, including working at heights & marine training protocols. This widely recognized program is set to re-invent the HS&E standards for the offshore industry and includes negotiations and development of provisions related to the PLA (Project Labor Agreement) and craft oversight.
